During his tenure at Manti Operating Company, Leroy had a strong track record of low operating costs and production optimization through innovation. He reduced by 50% the time from drilling to production revenue of inland water projects. Before Manti, Leroy was Operating Superintendent at M&R Exploration where he supervised the operations of acquired Texaco properties in South Louisiana. At Citation Oil & Gas Corp. in various engineering roles, he focused on the acquisition of waterflood properties in West Texas, Oklahoma, North Texas, and Kansas.
Leroy holds a Bachelor of Science in Petroleum Engineering from The University of Texas at Austin.
